- Operation Epistle is a strategy that involves volunteers hand-addressing and applying first-class postage stamps to the mailers. These volunteers generally come from sponsoring churches around the country. In the end, the new church pays only printing costs and the start-up fee to open a qualified business reply mail account. Established church members or partner churches are often enthusiastic about participating in mission activities such as this.
